Cobb County School District
Retires Long-Term Debt

The Cobb County School District passed a significant milestone at the end of January by making the final payment on $221 million in bond debt that has been a liability for the District since 1995. With the bond officially retired, the District has joined the ranks of a select group of school districts in Georgia and the nation that can claim to be entirely free of bond debt. The Cobb School District has carried some form of bond debt for at least half a century.

To celebrate the historic occasion of the debt retirement, members of the Cobb County Board of Education and Superintendent Fred Sanderson held a press conference on Feb. 2, 2007 and released 221 green balloons, each representing one million dollars of the 1995 bond. STUDENT ACHIEVEMENT:
Eleven Cobb Schools Attain National Certification For AVID Advanced Content Program

Eleven Cobb schools have earned national certification for the AVID (Advancement
Via Individual Determination) program, which encourages 5th through 12th graders to enroll in advanced content courses. The goal is to help more students open the door to higher education.

While students in the AVID program are being challenged by advanced courses, they receive support from an AVID-certified teacher in a special elective course.

The AVID nationally certified programs are at Campbell, Harrison, Kell, McEachern, North Cobb, Osborne, Pebblebrook and Sprayberry high schools, and at Daniell, Lindley and Palmer middle schools. Additionally, Griffin Middle and South Cobb High have attained affiliate status with AVID and new programs were established in 2006 at McCleskey and Smitha middle schools, and at Wheeler High School.

SPLOST UPDATE:
The good news story of SPLOST continues for Cobb County taxpayers. In January and February, the school board:

• Approved a one-year contract with Toshiba Business Solutions Georgia to provide networked and non-networked copiers for schools. The estimated annual SPLOST II expenditure is $900,000.

• Awarded a contract to upgrade the electrical main switchgear and panel equipment at Barnes Educational Services Center and Garrett Middle School. The contract for the Barnes Center was awarded to MWI Electrical Contractors, Inc., of Marietta, Ga., in the amount of $270,000. The contract for Garrett Middle School was awarded to West Georgia Electric, Inc., of Carrollton, Ga., in the amount of $510,000.

• Approved contracts for mechanical HVAC improvements at Powers Ferry, Sky View and King Springs elementary schools. The contracts for Powers Ferry and Sky View elementaries were awarded to John F. Pennebaker of Buford, Ga., in the amounts of $659,800 and $874,277, respectively. The contract for King Springs Elementary was awarded to E. Escher, Inc., of Roswell, Ga., in the amount of $942,600.

• Approved the final project closeout for an addition at Walton High School. By certifying that all accounts for labor, materials and services for the project’s construction have been paid in full and that there are no claims of any nature outstanding, either liquidated or disputed, the District will be eligible to receive $301,391 in State Capital Outlay Funds allocated for the project.
