Selection and Employment of Architectural and Engineering Services FEB 9/22/05
RATIONALE/OBJECTIVE:

The Cobb County School District (District) recognizes the importance of qualified architectural and engineering support to the planning and construction process and for the protection of the public investment that construction represents.

RULE:

A. The selection and employment of an architect or engineer by the District or Board of Education shall be in accordance with the following procedures:
    1. Qualification:
        An architect or engineer wishing to enter into a contract for the purpose of providing
        architectural or engineering services to the District must submit a résumé listing the
        organization’s experience with emphasis on the design of kindergarten thru 12th grade
        facilities.
    2. Architect-Engineer Review Committee:
        An Architect/Engineer Review Committee consisting of the Chief Operations Officer,
        the Director of Construction, and a representative from the Program Manager shall
        review architect’s and engineer’s qualifications and make recommendations for firms
        to be awarded projects.

B. The solicitation for architectural and engineering services shall be coordinated by the Director of Construction.

C. The basic contract fee for an architect/engineer shall be in accordance with Form FEB-1.

D. Approval of architect or engineer’s contracts shall be as follow:
    1. Contracts less than $25,000 shall be approved by the Chief Operations Officer and
        executed by the Superintendent or designee.
    2. Contracts between $25,000 and $200,000 shall be approved thru a Coordination
        Record and executed by the Superintendent or designee.
    3. Contracts over $200,000 shall be approved by the Board of Education in compliance
        with Board Policy 2.4 (FINANCIAL CONDITIONS AND ACTIVITIES).
