Construction Contract Bidding and Awards FEG 9/22/05
RATIONALE/OBJECTIVE:

In order to safeguard and to promote the general public welfare the Cobb County School District (District) requires contractors who submit proposals for construction projects to be pre-qualified in order to be considered for the project.

RULE:

A. Qualification of General Contractors:
The District will use the criteria listed below to determine qualifications of general contractors prior to bidding on District construction projects.
    1. All interested contractors must furnish a current AIA G305 Contractors Qualification
        Statement for consideration.
    2. Classification of contractors for cost limits on work brackets--brackets should
        reflect the information provided in AIA G305:
        a. $25,000 to $500,000, bond rating of A.M. Best rating of B+, financial size of IV
            (4) or better.
        b. $500,000 to $2,000,000, bond rating of A.M. Best rating of A-, financial size of
            VI (6) or better.
        c. $2,000,000 and up, bond rating of A.M. Best rating of A-, financial size of VII (7)
            or better
        d. The Bond issuing agent must submit a letter stating that they meet the
            requirements stated.

B. Procedures for Qualifying:
    1. Contractor must submit an AIA G305 form containing prerequisite information for
        review and approval.
    2. To maintain approval the data must be kept current on an annual basis.

C. Implementation Procedure:
The completed documents shall be reviewed by the Chief Operations Officer, Director of Construction and Program Manager. The Director of Construction or the Program Manager will notify the Contractor when they have been qualified.
