School Yard Habitat Protection FJB 9/22/05
RATIONALE/OBJECTIVE:

The Cobb County School District (District) recognizes the educational enrichment that school yard habitats provide to students of the District.

RULE:

A. RECORD KEEPING:
A list of school yard habitats certified by the National Wildlife Federation located on system property shall be maintained by the Director of Construction in the office of the Chief Operations Officer.

B. CONSTRUCTION IMPACT MANAGEMENT:
During construction projects, the following procedures concerning school yard habitats shall apply:
    1. Prior to the adoption of approval of a construction project by the District or the
        Board of Education, all architect or site drawings must identify all habitats certified by
        the National Wildlife Federation.
    2. When any new development, construction, clearing or any action on a school campus
        will result in the issuance of a land disturbance permit or will encroach upon or
        demise a certified habitat, the District shall prominently post a notice of this action at
        the school so as to be visible from the public street in the same manner as required
        for zoning action for a period of not less than 60 days prior to the initial construction.
        The notice shall specify the date of construction and the effect it will have on the
        certified habitat.
    3. The District shall notify the Georgia Wildlife Federation and the National Wildlife
        Federation at the time the notice is posted.
    4. During the notice period the site plan and details of the construction program shall be
        maintained in the office of the Principal of the affected school and shall be available
        for review and copying by the public during normal school hours.
    5. During the 60-day posting period, the local school administration shall advise its
       School Council and the PTA in a general meeting of its intent to create a land
       disturbance that might adversely effect the certified habitat.
    6. Community concerns regarding the effect of a land disturbance on a certified habitat
        may be presented to the Board of Education at its regularly scheduled meeting as part
        of the Public Presentation.
    7. In response to community concerns, the Board, through its staff, will consider
        remedies, options and costs in its final deliberations.
