Community Instructional Resources IFC 9/1/04


RATIONALE/OBJECTIVE:

(1) The Cobb County School District acknowledges resources within the community as a valuable means for instructional enrichment for students of the school district. All instructional personnel are encouraged to utilize community resources as a supplement to regular classroom instruction when such resources contribute to the learning process of students.

(2) All local schools shall maintain a community resource guide which shall annually be reviewed and updated in order that community instructional resources can be properly utilized.

(3) The countywide introduction of community resource activities which affect the instructional program and general operations of schools shall be coordinated with the annual planning of the school district. Requests from the community for consideration of such programs shall be submitted to the Superintendent's Office by July 1 prior to the school year in which the program is proposed for inclusion. These programs shall be appropriately reviewed by the School Improvement Division and if approved for inclusion, presented to local school administrators prior to the opening of the school year to ensure coordination with total school operations. Programs of an emergency nature which are considered immediately vital to the safety and well-being of students may be presented for consideration at any time to be implemented with approval by the Board of Education.

RULE:

Local schools are authorized to offer through the Vocational Education program work experiences for students. The following guidelines must be observed with regard to the work projects in Vocational Education:

(1) The work experience must be approved by a local school administrator and have as its sole intent the provision of training for students. These experiences must be a part of the curriculum of the vocational education program in which the student is involved.

(2) All materials and supplies used or required in work activities must be included in the charges to the customer. Parts must also be paid for by the customer including applicable taxes as charged by the vendor.

(3) The customer must be given written documentation indicating that no work is guaranteed and any damage or breakage involved in the work activity becomes the responsibility of the customer.

(4) All work must be done by students with the exception of work done by the instructor for demonstration purposes when students are present and receiving instructions.

(5) All work projects must be done by students on school property or property purchased for work by the school. Unusual work opportunities which would not take place on school property must be submitted to School Improvement for approval.

(6) All monies received from customers for work activities must be receipted using an official school receipt form and deposited in the school account. Under no circumstances shall an instructor or student receive money, rewards, benefits or in any way personally profit from work either directly or indirectly.

(7) All work for customers should be completed on a cash and carry basis. The customer should be given a fair estimate of possible expenses and given a written statement indicating his financial liability including charges for materials, supplies, parts, freight and delivery, telephone calls and any other expenses related to his work project. Any work delivered to a customer without payment will become the instructor's responsibility.

Each local school which desires to engage in work opportunities involving customers must have approved through the Department of Vocational Education documents for use with customers which assure compliance with the above regulations.
