Testing Program II 9/1/04


RATIONALE/OBJECTIVE:

(1) A program of standardized group testing shall be maintained as an important source of information to assist teachers and administrators in providing appropriate instruction for students. The tests shall be administered according to established testing procedures. The system-wide testing program shall incorporate any standardized tests required by the Georgia Department of Education and/or State Law.

The testing shall fulfill the following purposes:

  • To identify each school's instructional strengths and weaknesses.
  • To serve as one source for the evaluation of the educational program.
  • To facilitate the planning of appropriate curriculum and instructional programs.
  • To facilitate in the selection of classroom instructional strategies.
  • To identify the level of achievement of Cobb County students as compared with that of other school districts locally and nationally.
  • To inform parents and the general public of the achievement of Cobb students.

(2) General publication of test results shall be authorized by the Superintendent.

RULE:

The following regulations shall be observed in implementing the testing program in the Cobb County Schools:

(1) The principal of each school shall appoint a certified staff member to coordinate the school's testing program.

(2) It shall be the responsibility of the local school principal to ensure test security and adherence to established administration procedures.

(3) Any action on the part of staff members which compromises the integrity of the testing program shall be reported to the Department of Student of Assessment and may then be referred to the Department of Human Resources. This includes but is not limited to teaching the test items, copying test items, and allowing students access to test items.

(4) Schools may do testing beyond the required system-wide program. The local school will be responsible for any costs incurred. The local schools must not administer forms currently used by the system.

(5) Standardized test scores shall be posted on the student's permanent record and each school shall be responsible for offering the opportunity for interpretation of test results to parents and students.

(6) Each school shall be responsible for conducting an annual staff development program for all teachers in the use of test results as one source to improve student academic achievement.

(7) The system-wide testing committee, composed of principals, teachers, counselors and selected representatives from the Divisions of School Improvement, Special Student Services, and Technology Services shall meet as needed to evaluate and make recommendations regarding the testing program.

(8) Testing committee members are selected by recommendation of their supervisor or director. New members are appointed for no more than three (3) year terms.
