RATIONALE/OBJECTIVE:
All employees of the
Cobb County School District (District), except temporary and substitute
employees, who are also a custodial parent/legal guardian with whom the
child is domiciled may elect to have their student(s) attend a school
according to the requirements of this Rule.
RULE:
A. General Provisions:
1. The District feeder schools pattern will be used to determine the
approved cluster
schools the employee's student may attend. Each employment site and
the schools
approved for each site will be posted on the District Support Web
site and will be
updated annually.
2. The employee’s
principal/supervisor shall
verify the school assignment for
each employee's student(s) when the options of this
Rule are elected.
3. The District does not provide transportation for an employee's
student except in the
attendance area of residence under existing system regulations
and/or directives.
The employee must provide transportation for his/her student to
attend the approved
school or board a bus at an approved bus stop for that school.
4. Students participating in performance activities in the District
shall comply with the policies, rules and regulations of the
District, the State Board of
Education, and/or the Georgia High School Association. It is the
responsibility of
the eligible employee who has a student
participating in performance activities to
know, understand, and comply with these
requirements. If the student is at the high
school level, he/she may become ineligible for
performance activities when the move
is made. The Fine Arts and Athletics Offices may be
contacted regarding eligibility
questions.
5. The Superintendent or designee is authorized to make exceptions to
this Rule for
extenuating circumstances.
B. SCHOOL ASSIGNMENT OF EMPLOYEES' CHILDREN:
District employees who elect the options of Rule JCAC must abide by the
following regulations and procedures:
1. Employees may choose among the elementary and middle schools
designated in the
District feeder schools pattern. The home base will generally be the
employee’s
employment site. However,
a. Home base for employees serving several schools will be the
school designated as
their base of operation.
b. System-wide or central office employees will be assigned schools
based upon the
location of their job site.
c. Employees whose job site is located within the City of
Marietta
may choose the
feeder pattern that is closest to the job site.
2. Students who receive special education services may be reassigned to
a school based
on program availability and the approval of Special Student
Services.
3. If attendance zone changes occur, the student may remain in the
school in the old
attendance boundaries of their parent's/guardian's employment site
until the highest
grade is completed for that school or may select a school(s) in the
newly approved
zone.
4. The employee is limited to one school selection at each elementary,
middle and
high school level unless there is a change in employment location.
5. The employee must complete the application "Assignment of Students of
Employees."
a. The employee's principal/supervisor must sign the application for
each student.
This signature provides verification that the employee is:
(1) Not a temporary or substitute employee;
(2) Employed in the position indicated; and
(3) Employed in the feeder pattern of the school selected.
b. The employee must submit the application to the Area Assistant
Superintendent
for the receiving school.
c. The Area Assistant Superintendent keeps the original on file at
the District Office
and forwards copies to the receiving school,
the office of accountability for FTE,
and the parent. If the student is in high
school, the school’s
Athletic Director’s
office is
responsible for checking
the performance eligibility status of student per
GHSA and Administrative Rule.
d. Only one student can be listed per application.
e. The applications are available on the District Support Web Site.
6. For an employee who will remain in the same position without a change
in job
location, the application must be submitted each year. This will
allow for the
appropriate allotment of employees to accommodate employees'
students.
7. If an employee has a change in job assignment responsibilities, the
employee has
the right to request a change in schools for his/her student at the
time of
employment or at the time when the job assignment changes.
8. If an employee is administratively reassigned to a new job site in a
new feeder
pattern or to system-wide or central level responsibilities, the
student may remain at
the same school or move to a school in the new job assignment feeder
pattern. If the
student is at the high school level, the move may affect eligibility
for GHSA
performance activities.
9. If an eligible employee initiates a change in position in a new
employment site
feeder pattern, the student is eligible only for enrollment in the
new job assignment
feeder pattern or in the zone of residence. If the change in
position occurs during the
school year, the student may remain at the school until the end of
the school year.
10. If an employee retires from the District, the provisions of this
Rule will continue, as
long as the student remains in the same feeder patterns.
11. If an eligible employee is granted a leave of absence, the student
may remain at the
school approved through this Rule until the end of the approved
leave.
12. If the eligible employee resigns or is terminated from the District,
the provisions of
this Rule will end. At that time, the student will be governed by
all policies affecting
Cobb
County students who are not children of eligible employees. If the student
is at
the high school level, he/she may become ineligible for performance
activities at that
time.
13. An eligible employee's student may return at any time to the school
in the
attendance zone in which he/she is a resident.
14.
Acceptable behavior, attendance and a cooperative/productive relationship
between home and school must be maintained in order for transfers to
remain valid. Transfers may be denied or revoked if the conditions above
are not met.
