The Leadership Management and Development Office in Human Resources encourage and support leadership candidates by collaborating with partner universities to establish agreements that lead to a master’s, specialist, or doctoral degree in Educational Leadership and certification.

What you need to know about the current Georgia Professional Standards Commission (GAPSC) Educational Leadership rule structure:

  1. Districts and universities establish partnership agreements for the preparation of leaders. Candidates interested in pursuing leadership degrees and certification must do so through their district’s university partners. The Cobb County School District has 7 university partnerships.  Our partners are listed at the bottom of this page.
  2. Educational Leadership certification now has two tiers.
    • Tier I Leadership Certification is awarded upon completion of an entry level preparation program at the master’s degree level or a certification only program for those who currently have a master’s degree or higher.  The Tier I certificate holder is eligible for school level positions below principal or district level positions that do not supervise principals.  Candidates are not required to be employed in a leadership position to enroll in a master’s program.
    • Tier II Leadership Certification is awarded upon completion of a Performance-Based Educational Leadership Specialist or Doctoral degree program or certification only program for those who currently have an advanced degree. Candidates participate in a performance based program comprised of field based residencies closely monitored by the candidate support team consisting of a district mentor, university supervisor and a coach.  The Tier II certificate holder is eligible for principal positions or district level positions that supervise principals. Employment in a leadership position is required to enroll in the performance-based degree program.

Frequently Asked Questions:

  • What if I already have leadership certification?
    Individuals issued a Leadership (SRL) certificate at Levels 5/6/7 prior to September 30, 2009 will continue to hold that certificate (subject to renewal) and will remain eligible to serve in leadership positions.
  • What if I already have a master’s, specialist or doctorate degree in another educational field and now want to pursue certification in leadership?
    Individuals must complete a Certification Only program offered by the district’s university partners for Tier I Leadership certification.
  • Am I given any remuneration or preferential status as a result of completing an educational leadership degree program?
    Participants committed to this process are solely responsible for future employment or educational advancement. The Cobb County School District does not guarantee promotion or additional future remuneration for participants in any Educational Leadership program.
  • I completed my Master’s degree in Educational Leadership and I am a full time classroom teacher.  Will I be paid at the master’s level?
    No, you must be in a leadership position to be paid at the master’s level.  If you have a master’s degree in your field and complete a certificate only program then your pay would remain the same.
  • Can I just enroll in the pre-service courses outlined by the PSC?
    The PSC has stipulated that individuals who do not hold a Master’s degree in Educational Leadership must complete 6 hours of Pre-Service Leadership Requirements to include school law and instructional leadership. Individuals may, if allowed by the university partner, enroll in these pre-service courses without district approval. However, enrollment in these two courses does NOT constitute any obligation on the part of the district to approve a candidate for participation in an Educational Leadership degree program.

 

Program Eligibility

  • Full time classroom teachers may apply for the master’s degree program or a certification only program to add educational leadership to their current degree and obtain Tier I Leadership certification.
  • Employees who are currently in a leadership role where at least 50% of their duties and responsibilities are conducted outside of the classroom setting may apply for the master’s degree program or a certification only program to add educational leadership to their current degree and obtain Tier I Leadership certification.
  • Employees who are currently in a leadership position with specified authority and supervisory responsibilities may apply for a Performance-Based Educational Leadership Degree Program at the specialist or doctoral level; and obtain Tier II Leadership certification.
  • It is important that interested applicants research each partner institution’s eligibility criteria and program requirements to decide which degree program best suits their individual needs.

Please note:  During the application process the college/university will require you to complete a System Approval Form or Superintendent’s Endorsement Form.  Give this form to your principal to sign and then forward to HR-Leadership Management.  The Director of Leadership Management and Development is the Superintendent’s designee to sign the endorsement/approval form.
