The “No Child Left Behind” (NCLB) requires that Cobb County School District arrange for supplemental educational services (free tutoring) to eligible students of any Title 1 school that is identified as “needs
improvement” for one or more years. Parents may select services from the State Board of Education approved Provider list (tutoring companies).
What are Supplemental Educational Services?
Supplemental Educational Services (free tutoring) are additional academic instruction designed to increase the academic achievement of students in low-performing schools. SES must be provided outside the regular
school day. SES must be high quality, research-based, and specifically designed to increase student academic achievement.
Who is eligible for SES?
Under Georgia’s plan, tutoring can be offered to all students in Title I schools identified as NI-1, as long as economically disadvantaged students are given first priority. If funds available cannot provide SES
to each eligible student, a State selection process will be used to prioritize students as follows:
- Students who are eligible for free or reduced meals and who do not meet Georgia assessment standards
- Students who are eligible for free or reduced meals and who do meet Georgia assessment standards
- Students who are not eligible for free or reduced meals and who do not meet Georgia assessment standards
- Students who are not eligible for free or reduced meals and who do meet Georgia assessment standards
How are parents notified about SES?
Supplemental Educational Services are offered in schools that have not made Adequate Yearly Progress (AYP) for two consecutive years. These schools send home a letter of notification about their AYP standing.
Then, the school will send home a letter with specific SES provider information. Title I will mail a SES Handbook to parents which includes the directions for applying for SES, a request for SES (application) and
a list of the state approved Providers. Applications (requests for SES) and Provider lists are also available at the schools.
Parents will have a designated amount of time to choose whether they wish to have their child participate in free tutoring/Supplemental Educational Services. At that point, the parent also chooses the provider
they feel can best meet the needs of their child. A Title I Consultant will work with parents, schools, and providers to plan an appropriate SES program for the child.

What will the school system do to increase academic achievement at schools on the Needs Improvement list?
Each Title I school in NI status has a school improvement plan, which includes instructional strategies, based on scientific research, to increase the academic achievement of all students. Many Title I schools
provide individual or group tutoring services during or after school.
In addition, outside providers (tutoring services) will offer FREE TUTORING, Supplemental Educational Services (SES), to eligible students during a school’s second year of Needs Improvement status. SES is
additional instruction designed to increase student’s academic achievement in low-performing schools. These services are provided by outside sources approved by the Georgia Department of Education, not by the
school itself. The content and instruction are aligned with the county and state academic content standards. SES must be provided outside the regular school day and must include interventions that are of high
quality, research-based, and specifically designed to increase student academic achievement. All supplemental services are based on the state and county curriculum objectives.
Parents can select any provider on the list that they feel will best meet their child’s needs. CCSD will sign an agreement with the selected provider, who will then provide services to the child and report on
the child’s progress to the parents, school, and system. This component of Title I offers parents choices in addressing their child’s educational needs and offers students extra academic help. Parents will be
responsible for the child’s transportation to the SES provider.
If I would like my child to receive free tutoring or “supplemental educational services” from a provider not approved by the school system, would the school system pay for it?
CCSD is allowed to pay for only SES providers approved by the Georgia Department of Education.
If I transfer my child to a different school using school choice, can I also exercise the right for supplemental educational services (free tutoring)?
Parents may not ask for both school choice and supplemental educational services. Instead they must choose between transferring their child to a higher-performing school, or leaving the child at the current
school and requesting supplemental educational services/free tutoring.
