The Cobb County Board of Education recognizes that technology and its utilization enhance the quality and delivery of education in our schools. Technology, for the purpose of this policy, is defined as electronic media systems such as computers, electronic networks, messaging, and web site publishing, and the associated hardware and software programs used for the purposes such as, but not limited to, developing, retrieving, storing, disseminating, and accessing instructional, educational, and administrative information. The Cobb County School District will provide access to the technology to its students, certain employees, including school and Central Office staff, and other persons collectively known as users. The user's use of the technology must serve a limited educational purpose. Student use of the technology will be governed by this policy and its implementing regulation, as well as other Cobb County Board of Education policies and implementing regulations, including Policy JCDA: Student Behavior Code. Employee use of the technology will be governed by this policy and its implementing regulation, as well as other Cobb County Board of Education policies and implementing regulations. All use of the technology will be in a responsible, safe, ethical and legal manner. Any unauthorized use, failure to comply with Cobb County Board of Education policies or implementing regulations, or violation of federal, state, or local laws will be grounds to discontinue a user's use of the technology and may result in other disciplinary and/or legal action. The Administration is authorized to implement this policy by appropriate regulations. Such regulations must comply with all applicable federal, state and local laws and regulations, as may be amended from time to time, related to child safety and privacy, including but not limited to, the Children's Internet Protection Act of 2000 (P.L. 106-543), the Children's Online Privacy Protection Act of 1998 (15 U.S.C.§ 6501 et seq.), the Family Educational Rights and Privacy Act (20 U.S.C.§ 1232(g)), and the Electronic Communications Privacy Act (18 U.S.C.§ 2510 et seq.).Legal References: O.C.G.A. 20-2-50, 20-2-57, 20-2-59.
