Senate Bill 42 allows eligible home study students in grades 6 through 12 to participate in extracurricular and interscholastic activities in the student’s school zone within the resident public school system.

What You Need to Know

Key SB 42 Details

Qualifying Course

SB 42 students may enroll in one qualifying course per semester through CVA or Dual Enrollment facilitated by the enrolling zoned school.

Zoned School

Students may enroll in their zoned school. Transfers are not allowed under SB 42.

One Course Per Semester

High school half-credit courses count as one qualifying course for the semester. Students should not be assigned more than one half-credit course in a single semester.

Restrictions

Qualifying courses should not require an EOC assessment. In-person, on-campus courses are not considered qualifying courses.

What Is SB 42?

Senate Bill 42, also known as the Dexter Mosely Act, is a Georgia law that allows eligible home study students in grades 6 through 12 to participate in extracurricular and interscholastic activities through the public school they are zoned to attend. This may include activities such as athletics, clubs, fine arts activities, and other school-sponsored programs, depending on the activity and the student’s eligibility.

Under SB 42, a home study student does not become a full-time public school student. Instead, the student may enroll in the resident public school system for the purpose of taking one qualifying course during the semester in which the student participates in an approved activity. The student must participate through the school they are zoned to attend based on residence.

For Cobb County families, this means an eligible SB 42 student may be able to enroll in one qualifying course through Cobb Virtual Academy or another approved option facilitated by the enrolling zoned school. Families must complete the required registration steps, submit the required documents, and meet all deadlines before the student may participate.

+How many courses may an SB 42 student take?

The student may take one qualifying course per semester in which the student participates in a sport or extracurricular activity. Only one course should appear in the student’s schedule for each semester enrolled.

+Can SB 42 students take in-person courses?

No. In-person, on-campus courses are not considered qualifying courses. Qualifying courses may be taken through Cobb Virtual Academy or Dual Enrollment facilitated by the enrolling zoned school.

+Can an SB 42 student graduate from the Cobb County school in which they are enrolled?

No. An SB 42 student is not eligible to graduate with the Cobb County school in which they are enrolled because they are homeschool students, not public school students.

+Will homeschool or other grades be added to a Cobb County School transcript?

No. Grades provided by SB 42 students, regardless of the source, will not be added or included in the Cobb County School District transcript.
